As a construction company and chain partner of Woningstichting Vecht en Omstreken, Van Wijnen Utrecht is improving 114 apartments in the 't Heycop senior housing complex in Breukelen. "We are responsible for the planning, advising on the route to a CO2-neutral future and making the complex more comfortable, sustainable, accessible and (fire) safe for residents," says Martijn Leijdekker, deputy director of Renovation & Transformation at Van Wijnen Utrecht. 

Woningstichting Vecht en Omstreken strives for a sustainable and energy-efficient housing estate, where it is also good to live in the long term. To achieve this in the best possible way, the housing foundation started a chain cooperation with Van Wijnen Utrecht in 2018. "For each housing complex, we advise what is possible to make CO2-neutral living feasible in 2050," Leijdekker explains. "Project 't Heycop actually came in between. In 2018, a fire had broken out in one of the homes. To evacuate residents in a hurry, the fire department had kicked in the house front doors. So these front doors had to be replaced, which on our advice included the objectives around CO2-neutral, energy-neutral, sustainable and (fire) safe living. All work will be completed in the fall of 2021."

The biggest maintenance needs were in the facilities.

Energy Label Leap

The senior complex was in fair condition, Leijdekker said. "The window frames and roof had already been replaced, which already provided some of the shell insulation. We took this further by also providing additional insulation to the panels, parapets and masonry, while maintaining the existing facade." The biggest maintenance need was with the systems, he says. "Through the houses there were still thick-walled central heating pipes that radiated a lot of heat. In addition, there were leaks in the piping in several places. The ventilation in the corridor and houses was also out of balance. This caused heat stress in the summer. A new climate system with thermal storage, heat pumps, dry coolers and convectors will change this. In addition to heating, the convectors can also cool, up to several degrees below the outside temperature."

Since the shaft will be opened anyway, as part of "no regret measures," the outdated cold water supply system will also be replaced. "Also, we are making an improvement to the mechanical ventilation system, so that ventilation will henceforth be CO2-controlled," Leijdekker said. "New and improved ventilation facilities will also be added in the public areas, which are also struggling with excessive temperatures." All these measures together will provide an energy label jump from D to A. "What is special is that the adjacent care complex 'the Angstel' will also be connected to the climate system, creating a 'heat network'."

Optimal fire safety

To ensure (fire) safety in the senior complex, all vertical channels between the homes will be fireproofed. "Any gaps between corridors and dwellings and between dwellings will be fireproofed, so that fire spread is no longer possible, and the front door facades will also be fireproofed. The communication system of 't Heycop will be expanded so that it can also serve as a call system for caregivers. The fire alarm system will also be connected to the adjacent care complex." A mobility scooter garage will be installed in the old bicycle shed on the first floor, Leijdekker says. "Finally, balconies and galleries will be refurbished and the entrance will receive an aesthetic upgrade, listening carefully to residents' wishes."

Implementation in blocks

"Initially, all work was done in occupied condition," says Dorieke Storck, resident supervisor Renovation & Transformation at Van Wijnen Utrecht. "Corona changed this situation. For the safety of the residents and our employees, we adjusted the planning and made new arrangements." The residents of 't Heycop belong to a high-risk group, she says. The average age is around 80. In addition, several residents have a care indication. "Together with our subcontractors, we took stock of how long we could keep the work out of the living spaces. This led to implementation in blocks: (1) the replacement of the front door and the work in the hallway, (2) the installation work in the indoor storage areas in the home, (3) the connection of the new water pipe in the storage area and (4) the work in the home itself. Block 4 is expected to start in July, when at least the residents have been vaccinated. In order to maintain the 1.5-meter measure, residents will still move to a rest home during the day and for up to four days. We have set up a total of six rest homes, including two medical rest homes. In consultation with the care parties, a schedule was drawn up for this, so that residents can continue to receive the individual care they need. That bit of customization is very important to us."

Personal contact

Looking at the target group, Van Wijnen has opted for as much personal contact as possible. "We regularly seek (telephone) contact with residents as well as their family members. Think, for example, of sons and daughters who like to be included in the communication," Storck said. "We share planning letters, newsletters and actively use an information board in the entrance. I also work closely with contractor Lars Kuipers, who visits residents before and after the work. This attention is appreciated. The atmosphere in the complex is good. An interim mini-questionnaire gave us nothing but green smileys. Moreover, our colleagues will soon be playing a boules match with the residents."
