From the three participating parties, the plan KOER by VORM, V8 Architects, Studio Architectuur MAKEN and LOLA Landscape Architects was chosen as the best. VORM is expected to start construction in the first half of 2022 with a mix of 167 rental and owner-occupied homes in the middle and upper segments.
Project KOER is characterized by sustainable and affordable housing, a wide variety of amenities, lots of greenery, nature-inclusive, climate-ready and high quality, making the plan a very nice addition to the Afrikaander neighborhood and Parkstad. "This beautiful new neighborhood will have homes for families and apartments for starters and the elderly. This allows people who have just graduated and social risers to continue living in the Afrikaanderwijk where they grew up," said Alderman Bas Kurvers (Building and Housing). Many middle-income people are now unable to find a pleasant and affordable rental or owner-occupied home in Rotterdam. There is a shortage of housing in the middle and higher segment for people who want to move on to another home. This applies, for example, to couples who have children and are looking for a house with outdoor space or to seniors who want an apartment with an elevator. KOER offers room for a long housing career.
In KOER, 167 households will live together in small, manageable clusters of neighbors who know each other. The combination of urban living in the immediate vicinity of pleasant greenery in a collective inner garden makes the place particularly suitable for families with young children. The 'Grandeur' on Laan op Zuid will include a mobility hub with various forms of shared mobility, a language school where people from the neighborhood help each other and home offices for quiet work. In 'Villa Residu' residents have a collective chore spot: the 'Ajetoo'. Here they can work on a chore project and use tools to make a cabinet or garden furniture, for example. KOER is inclusive living with a Rotterdam character. Residents have all amenities within easy reach.
KOER was designed with the idea of limiting energy consumption and material use, but without making any concessions regarding the comfort and health of residents. KOER, for example, has a flexible load-bearing structure made of concrete and wood, which makes future modifications easy. Villa Residu - as the name implies - will be built completely with reused materials: 100% circular. The trade-off between these hard and soft aspects such as comfort, health, greenery and biodiversity has been carefully made at all scales. KOER brings back to its roofs the lost biotope from the days when the site was still a shunting yard, offers a piece of urban nature in the inner garden and contains a specially designed element that facilitates nesting facilities for all kinds of animals.
The project is part of the Tweebosbuurt and Parkstad development, which forms the link between the Afrikaanderwijk and Kop van Zuid. The Tweebosbuurt is one of the important projects in the National Program Rotterdam South.
