"Sluishuis is a turnkey project," says Marc Mattheijer, senior project manager at project management and consulting firm BOAG, part of Drees & Sommer. "Construction management is not necessary in this project. Nevertheless, Bouwinvest found it desirable to have the execution managed and monitored on a regular basis for progress, quality and safety up to and including the key handover. BOAG fulfills this role in several of Bouwinvest's projects, including Sluishuis; a quality project to which we are happy to attach our name."
BOAG is the eyes and ears of Bouwinvest and the point of contact towards the contractor combination, Mattheijer said. "This project was not based on tight specifications and drawings, but on a Programme of Requirements in outline. Based on a quality standard set by Bouwinvest, VORM and BESIX are giving substance to the project. Specific technical questions and/or change requests due to evolving insights are first submitted to BOAG. Then we try to reach consensus on this together."
On behalf of Bouwinvest, Mattheijer sits at the table at the various meetings. He checks whether progress, quality and safety on the construction site are in accordance with the contractual agreements. Mattheijer is also the forward post for quality monitoring during plant visits. "Findings and omissions are accurately recorded," he says. "The original idea was to use our own Snagstream (Pro4all) software for this. To make the work processes run as smoothly as possible, however, at the request of the contractor combination, we switched to LetsBuild management software." BOAG also provides a management report for its client, which periodically records progress, quality and safety. "These so-called VKV reports create a dynamic quality document in both text and image from start of execution through key handover."
The project management and consulting firms BOAG and Drees & Sommer merged in mid-2020. They strengthen each other in the strategic and pragmatic support of companies, institutions, investors and governments in all facets of real estate.
Daily quality checks
Commissioned by construction consortium Sluishuis V.O.F., BBC Bouwmanagement provides daily quality inspections. For this, Roel Coolen and Jillis Gerichhausen draw up project-specific inspections on behalf of BBC and together with the process coordinator. "Because of the high structural challenges, these quality inspections are of great importance," they say. "With them, the building consortium demonstrates that the structural requirements are met. Inspections are performed on a tablet and via the Aproplan app. On this tablet, we can view all the necessary data on site."
"From the construction consortium, we cooperate with the work preparation and execution. We check drawings and work plans for completeness and feasibility. This allows us to estimate in advance the risks involved in the design or execution and make or adapt the inspection forms project-specific. By means of project-specific inspection forms, a file is created that can later be used to look back on the execution and on how components came about."
